House passes FY26 National Defense Authorization Act with bipartisan support

The House of Representatives has passed H.R. 3838, known as the Streamlining Procurement for Effective Execution and Delivery and National Defense Authorization Act for Fiscal Year 2026 (FY26 SPEED and NDAA), with a bipartisan vote of 231-196. The legislation is intended to modernize the U.S. military, support servicemembers, and strengthen American deterrence.

House Armed Services Committee Chairman Mike Rogers (R-AL) released a statement following the passage: “Today’s vote to advance the FY26 NDAA is a vote to modernize our military, support our troops, and restore American deterrence. As we face the most complex global threat environment since WWII, it’s critical that the United States has a ready, capable, and lethal fighting force to secure our homeland. Along with the One Big, Beautiful Bill, the FY26 NDAA makes a generational investment in our national defense and implements President Trump’s Peace Through Strength agenda.

At the core of this bill is a fundamental reform of the Pentagon’s acquisition process. The FY26 NDAA cuts red tape, streamlines bureaucracy, and refocuses acquisition on its most important mission: getting our warfighters what they need when they need it.

In addition to modernizing our military and accelerating innovative technologies, the FY26 NDAA invests in the men and women who serve our country, with a 3.8% payraise for all servicemembers and improved schools, housing, and access to healthcare.

The FY26 NDAA is a strong bipartisan bill that delivers for our warfighters and deters our adversaries. I look forward to advancing it to the president’s desk.”

According to information provided by House leadership, provisions in this year’s defense authorization act include reforms designed to expedite innovation for warfighters by changing how defense acquisitions are managed at the Pentagon. The bill also seeks to revitalize domestic defense manufacturing capacity while implementing elements from more than 45 executive orders or legislative proposals from former President Trump.

Other key aspects highlighted in committee documents include measures aimed at improving border security as well as enhancements in quality-of-life programs for military personnel such as pay increases—specifically a 3.8% raise—and upgrades in housing, education facilities, and healthcare services.

The bill will next proceed through further legislative steps before potentially reaching the president’s desk for signature into law.
