Fallon said that recent sacrifices by service members in the Middle East highlight how decisions made by the subcommittee directly impact those serving. “Their honorable service will not be forgotten,” Fallon said. The hearing brought together personnel chiefs from all branches to discuss how policies influence decisions for young Americans considering enlistment and for families building lives around military service. “The five witnesses before us today are the architects of those decisions across every branch of the military,” Fallon said.

Fallon highlighted ongoing challenges with recruiting but stressed that retention depends on keeping promises to those who serve. He pointed out issues such as access to healthcare, spouse employment after Permanent Change of Station moves, childcare waitlists, dining facilities, barracks conditions, and overall quality of life as key factors influencing whether service members choose to stay in uniform.

He specifically asked about investments in dining facilities and barracks for junior enlisted personnel: “Are the investments we’ve made actually showing up in the lived experience of junior enlisted?” He also raised concerns about declining Military Health System staffing levels and persistent complaints from families regarding childcare waitlists.
