Washington, D.C. — U.S. Representative Trent Kelly, Chairman of the Subcommittee on Seapower and Projection Forces, delivered a statement at a joint hearing on the posture and readiness of the mobility enterprise. Kelly emphasized the critical role of logistics in military operations and the challenges faced in meeting future operational requirements.

Kelly highlighted the importance of mobility in maintaining strategic interests, stating, "Whether it is competition or outright conflict, our strategic interests will depend on our ability to move and sustain people and platforms around the globe." He acknowledged the essential role of Transportation Command and the Maritime Administration in enabling force projection through sea, air lift, and refueling operations.

Acknowledging the significance of fuel in military operations, Kelly pointed out, "Fuel is obviously critical to military operations." He also raised concerns about air refueling capacity in the Pacific theater and expressed interest in learning from past exercises to enhance capabilities.

Addressing the challenges posed by distance on logistics capability, Kelly stressed the importance of making proactive decisions to meet future operational requirements. He also highlighted legislative efforts aimed at strengthening lift capabilities and preventing potential setbacks, such as ensuring the availability of inter-theater aircraft for long-range airlift.

In discussing the recapitalization of the sealift fleet, Kelly addressed the need for a realistic approach, cautioning against relying solely on foreign-built, aging vessels. He also corrected a statement regarding the purchase of used sealift vessels, emphasizing the importance of aligning with congressional intent.

Kelly concluded by expressing anticipation for the testimony of witnesses and the opportunity to discuss how the FY25 budget can address future logistics capacity needs and areas for improvement in the mobility enterprise.
