Washington, D.C. — U.S. Representative Mike Rogers (R-AL), Chairman of the House Armed Services Committee, delivered a compelling opening statement at a hearing on the Department of the Army’s Fiscal Year 2025 budget request. Rogers expressed gratitude to the witnesses present and emphasized the tightness of the FY25 defense budget, noting the challenges posed by limited funding.

Rogers highlighted the impact of the budget on the Army, stating, "No service is hit harder than the Army." He raised concerns about cuts to operations and maintenance, research and development, as well as procurement of essential resources, including combat vehicles and ammunition. Additionally, he warned of the potential cancellation of major modernization programs.

The Congressman stressed the importance of passing the national security supplemental to alleviate the Army's financial burdens, particularly in addressing increased deployments and supply shortages for defense operations. Rogers also underscored the Army's role in providing assistance to allies like Israel and Ukraine, emphasizing the need for additional funding to bolster operational capabilities.

Acknowledging the Army's recruiting challenges, Rogers commended efforts to enhance soldiers' quality of life through proposed budget increases for barracks construction, modernization, and childcare programs. He emphasized the significance of retaining top talent to effectively deter potential threats, stating, "If we’re going to deter China, we need to recruit and retain the best and brightest."

Rogers expressed optimism about collaborating with colleagues to prioritize these initiatives, aligning with the recommendations of the Quality of Life panel. The panel's suggestions are expected to influence the upcoming FY25 National Defense Authorization Act, reflecting a commitment to addressing critical issues facing the Army.
